Virtual machines set via “CPU Affinity” don’t apply their settings straight away. The solution is pretty simple.
CPU affinity will not engage if you set the affinity WHILE the Virtual Machine is powered on. The solution is to power cycle the Virtual Machine to get the new affinity settings to apply properly. This is a known bug in Vmware and has been fixed. I would expect this to be in an upcoming release/patch.
